SOCIAL AND ECONOMIC SITUATION, 11 MONTHS OF 2012

As of this period, provinces in the North cultivated 153,100 ha of maize, rose 40.3%; 42,200 ha of sweet potato, by 11.3%; 7,600 ha of peanut, by 68.9%; 49,700 ha of soybean, equaling 90.9% and 143,800 ha of vegetables rose 4.3% from the same period last year.

According to animal husbandry survey, as of 01/10/2012, the country had 2.6 million buffalos, equaling 96.9%; 5.2 million oxen, equaling 95.5%; 26.5 million pigs, equaling 97.9% and 308.3 million fowls, equaling 95.6% from the same period last year. As of 25/11/2012, foot and mouth disease  and fowls flu  were controlled over the country.

b. Forestry

Generally, in 11 months the country’s concentrated planted area reached 176,000 ha, equaling 87.2% from the same period in 2011; dispersed planted trees reached 176.9 million, rose 0.4%; wood production 4,509,500 m3, by13.6%; firewood production 27.5 million m3, by 2.4%.

Damaged area was 3,197.6 ha, rose 56.9% from the same period in 2011; of which burnt area was 2,091.5 ha, over 2 time greater; destroyed area was 1,106.1 ha, rose 5.9%. Additionally, due to direct influence of typhoon No. 8, 205 ha of coastal protection forest trees were broken.

c. Fishery

Generally, 11 months ‘estimated fishing production reached 5,333,800 tons, rose 5% from last year’ same period, of which farmed products reached 2,881,800 tons, rose 5.4%; caught products 2,452,000 tons by 4.6% (sea caught products reached 2,274,900 tons, rose 5.2%).

2. Industry

November’s Industrial Production Index (IPI) was estimated to increase  by 4.8% from October and by 6.7% from last year’ same period. Generally, IIP in 11 months rose 4.6% from the same period last year, of which the mining and quarrying rose 4%, contributed 0.9 point percent; the manufacturing by 3.9% and 2.8 points percent; the power and gas by 12.4% and 0.8 points percent; the water supply and wastes treatment by 8.1% and 0.1 point percent respectively.

Consumption index for the manufacturing in 10 months of this year rose 3.3% from last year’ same period. Stock index as of 01/11/2012 for the manufacturing sector rose 20,9% from last year’ same period and 0.6 point percent higher than the Inventory index as of 01/10/2012.

The rate of stock in trade value as of 01/11/2012 compared to anticipated production value of the manufacturing sector in 2012 was 6.5%.

3. Investment

Generally, eleven months’ realized investment capital from the state budget reached 186.8 trillion dongs, equaling 90% of the yearly plan and rising 8.1% from the same period in 2011. Of which, capital under central management was 46.3 trillion dongs, equaling 91% of the yearly plan and rising 6.9% from the same period last year; capital under local management was 140.5 trillion dongs, 89.7% and 8.4% respectively.

Attracted FDI from the beginning of the year to 20/11/2012 reached 12.2 billion USD, equaling 78.6% from last year’ same period. Of which, the registered capital of 980 newly licensed projects was 7.3 billion USD, equaling 87.3% of licensed projects and 60.4% of the registered capital against the same period in 2011; additional registered capital of 406 times of projects licensed from previous years was 4.9 billion USD. Eleven months’ realized FDI was at an estimation of 10 billion USD, equaling 99.5% against the same period in 2011.

Eleven months’ FDI focused mainly on the sector of manufacture with 8.5 billion USD, represented 69.8% of total registered capital; the real estate business with 1.8 billion USD, represented 15.1%; and other sectors with 1.8 billion USD, represented15.1%. In 11 months, there were 50 provinces and cities under direct central management having newly licensed FDI projects from 51 foreign countries and territories.

4. Government revenues and expenditures

Total Government revenues from the beginning of the year to 15/11/2012 were at an estimation of  593.4 trillion dongs, equaling 80.1% of the yearly estimate, of which revenues from domestic activities were 380.2 trillion dongs, equaling 76.9%; from crude oil 99.4 trillion dongs, equaling 114.3%; from export-import balances 107.6 trillion dongs, equaling 69.9% of the yearly estimate. Of the domestic revenues, receiving from state owned enterprises was 123.9 trillion dongs, equaling 79.8%; from FDI enterprises (excluding crude oil)  71.8 trillion dongs, equaling 73.4%; from non-state industrial, commercial and service taxes 78 trillion dongs, equaling 70.1%; from individual high income taxes 39.8 trillion dongs, equaling 86%; from environment protection taxes 10.9 trillion dongs, equaling 82.3%; from other fees 6.8 trillion dongs, equaling 75.4% of the yearly estimate.

Total Government expenditures from beginning of the year to 15/11/2012 were at an estimation of 747.2 trillion dongs, equaling 82.7% of the yearly estimate, of which spending for investment and development was 144.2 trillion dongs, equaling 80.1% (spending for capital construction only was 138.9 trillion dongs, equaling 79.8%); for economic and social development, national defense and security (including spending for salary rise) 517.4 trillion dongs, equaling 86.1%; for paying debts and aids 85.6 trillion dongs, equaling 85.6% of the yearly estimate.

5. Trade, prices & services

a. Total retailed sales of consumer goods and services

Eleven months’ total retailed sales of consumer goods and services were at an estimation of 2,117.9 trillion dongs, rose 16.4% from last year’ same period, it would be 6.4% if the factor of price rise were excluded. Of which, the trade business gained 1,632.4 trillion dongs, represented 77.1% of the total and rose 15.6%; the hotel and restaurant 250.4 trillion dongs, 11.8% and by 18.6%; the service 212.6 trillion dongs, 10% and by 18.7%; the tourist 22.5 trillion dongs, 1.1% and by 31.3% respectively.

b. Exports-Imports

Generally, eleven months’ export turnovers reached 104 billion USD, rose 18.4% from last year ‘same period, of which the domestic economic sector reached 38.4 billion USD, rose 0.9%; the FDI sector (including crude oil) 65.6 billion USD, by 31.8%.

Generally, eleven months’ import turnovers reached nearly104 billion USD, rose 6.8% from last year ‘same period, of which the domestic economic sector reached 49 billion USD, decreased by 7.8% and the FDI sector gained 55 billion USD, increased by 24.3%.

Eleven months’ trade surplus reached 14 million USD, equaling 0.01% of total export turnovers.

c. Consumer price indexes (CPI)

November’s CPI rose 0.47% from October, lower than October’s 0.85% increase, of which the group of medicines and health service had the highest pace of 5.16% (health service only rose 6.66% as two provinces[1] in the month still applied high costs for medical service according to the joint circular 04/2012/TTLT-BYT-BTC dated 29/02/2012 by ministries of Health and Finance); garments, hats and footgear rose 0.83%; family appliances by 0.56%; housing and construction materials by 0.53%. Remaining groups rose 0.03-0.42%; only catering and related service decreased by 0.08% (grain food rose

0.05%; foodstuff reduced 0.21%; outdoor eating and drinking rose 0.2%); postal and communicational service reduced 0.01%.

November’s CPI rose 6.52% from 12/2011 and by 7.08% from the same period last year. Average CPI for 11 months of 2012 rose 9.43% from that in the same period in 2011.

November’s gold index declined 1.98% from October, by 0.06% from 12/2011 and by 1.03% from the same period in 2011. November’s USD index declined 0.11% % from October, by 0.99% from 12/2011 and by 0.97% from the same period in 2011.

d. Carriage of passengers and cargos

Eleven months’ passenger carriage was at an estimation of 2,612 million arrivals, rose 12.5% and 112.3 2 billion passengers-kilometers rose 9.7% from the same period in 2011. Of which central transport reached 38.4 million participants, raised 7.6% and 26.7 billion passengers-kilometers rose 6.8%; local transport reached 2,573.6 million participants, rose 12.5% and 85.5 billion passengers-kilometers rose 10.4%. Eleven months’ passengers transport by land reached to an estimation of 2,415.3 million participants, rose 13.7% and 83.6 billion passengers-kilometers rose 11.3% from last year’ same period; by river: 167.7 million participants, decreased by 3% and 3.7 billion passengers-kilometers  reduced 3.3%; by airway: 12.5 million participants, rose 0.3% and 20.6 billion passengers-kilometers rose 7.9%; by rail: 11 million participants, rose 0.5% and 4 billion passengers-kilometers  declined 3.2%; by sea: 5.6 million participants, reduced 1.3% and 319 million passengers-kilometers reduced 0.8%.

Eleven months’ cargo carriage was at an estimation of 865.9 million tons, rose 9.4% and 169.5 billion tons-kilometers, reduced 11.3% from last year’ same period, of which the domestic transport gained 831.2 million tons, rose 10.5% and 58.9 billion tons-kilometers rose 0.7%; overseas transport reached 34.7 million tons, reduced 15% and 110.5 billion tons-kilometers by18.7%. Land transport gained 677. million tons, rose 11.7% and 35.5 billion tons-kilometers by 9.3%; river transport 141.6 million tons, rose 6.3% and 14.2 billion tons-kilometers by 5.4%; sea transport 40.5 million tons, reduced 18% and 115.6 billion tons-kilometers by 20%; rail transport 6.5 million tons, reduced 2% and 3.7 billion tons-kilometers by 3%.

Ä‘. Postal and communicational services

New telephone subscribers in 11 months of 2012 reached over 11.2 million, rose 6.3% from the same period in 2011, including 16,500 desk telephone subscribers, equaling 34.8% and 11.1 million mobile phone subscribers, rose 6.6%. The country’s telephone subscribers as end of 11/2012 were at an estimation of 135.9 million, rose 3.1% from last year’ same period, including 14.9 million desk telephone subscribers, declined 3% and 120.9 million mobile phone subscribers, rose 3.9%.

The country’s internet subscribers as of end of 11/2012 were at an estimation of 4.4 million, rose 8.6% from the same period last year. Eleven months’ total postal and communicational service net income was at an estimation of 159.2 trillion dongs rose 7.5% from the same period in 2011.

e. International visitors to Viet Nam

Eleven months’ international visitors to Viet Nam were at an estimation of 6,035,900 arrivals, rose 11.4% from last year’ same period. Of which, visitors coming for tourist purposes were 3,600,400 arrivals, increased by 9.4%; for business purposes 1,058,400 arrivals by 17.1%; for visiting relatives 1,048,400 arrivals by 15.5%. Visitors came by airway were 5,059,200 arrivals, rose 11.5% from the same period in 2011; by seaway 73,500 arrivals, rose 94.2%; by land 903,200 arrivals, rose 6.9%.

6. Social issues

a. Farmers food shortage

According to local preliminary reports, the country in November had 13,100 households suffered from food shortage, decreased by 10.4% against the same period last year, which were in proportion to 59,200 hunger persons, decreased by 7.9%. To overcome the problem, all administrative levels and sectors in November provided hunger families with nearly 900 tons of food.

b. Epidemic diseases and food poisoning

Generally, the country in 11months had 71,500 cases of hemorrhagic fever (61 died); 758 cases of viral encephalitis (17 died); 125 cases of meningococcal disease (5 died); 564 cases of typhoid; 138,400 cases of hand, foot and mouth disease (44 died) and 120 cases of food poisoning infecting 4,900 persons, of which 20 died.

More 1,300 cases infected with HIV were found in the month, bringing total HIV-infected persons over the country as of 17/11/2012 to 261,400, of which 107,100 persons turned to AIDS and 54,000 persons died of AIDS.

c. Traffic accidents

Generally, the country in 11 months had  9,727 cases of traffic accidents, killing 8,558 persons and injuring 7,022 others. Compared to the same period in 2011, cases of traffic accident decreased by 19.8%; the death by 15.5% and the injured by 24.4%. On average, each day in 11 months of this year, the country had 29 cases of traffic accident, killing 26 persons and injuring 21 others.

d. Natural calamity

In the month (from 21/10 to 20/11) natural calamity occurred in some provinces, particularly typhoon No.8 in late October caused great damages in terms of human beings and properties. According to preliminary reports, natural calamity (chiefly typhoon No.8) made 18 persons died and gone missing  and 82 persons injured; nearly 370 houses collapsed and swept away; 48,600 houses inundated, broken, roofs swept away; 28,900 ha of rice and 83,300 ha of vegetables flooded and damaged. Total value of damage caused by calamity in the month was at an estimation of 3,830.1 trillion dongs.

Ä‘. Fires and explosions

Fires and explosions happened complicatedly. In November, the country had 159 cases of fire and explosion, of which 151 cases of fire killed 4 persons and 8 cases of explosion killed 3 persons. Compared to the previous month, cases of fire increased by 12.7% and cases of explosion by 60%. As estimated, total loss was over 119 billion dongs.
